Why WhatsApp bills feel unpredictable
Meta charges per delivered template message, by category and by the recipient's country. Many providers then add their own margin per message, which is hard to see on an invoice.
Marketing messages

Is WhatsApp Business API free?
The platform itself has no subscription fee from Meta, but Meta charges per template message, and you need software such as SelfCRM to use it.
Who sets WhatsApp message prices?
Meta does, per country and category. Providers may add a markup; SelfCRM adds none.
Which country rate applies?
The rate for the recipient's phone number country, not where your business is.
How often do rates change?
